Got a viper 4115v,
Installing into 2008 Silverado W/O pwr locks or Keyless entry.
Don't care /nor need power locks or entry.
How do I wire this up or what needs to be done so it'll work

The parking light jumpers are only so it can give you the messages to the parking lights... .like locked, not locked, or reason it failed to arm. They are given to you in flashes of the parking lights... .like three fast, or three fast and two slow, etc.

My 20008 Silverado is not equipped w/ power door locks or Keyless entry.
It's manual locks.
What do I need to do so the remote starter thinks doors are locked?
Or is that not a necessary connection (- lock input, - unlock input) for remote starter to work.

If you don't have automatic locks, then it's not a necessary input. Follow the wiring in terms of what the vehicle has available for wires and match them up to the appropriate connection on the system - whatever is left on the system is unused.
