What is your legal status in Canada now? I know you are not in Canada.
Are you PR or are you asking for a visa or are you asking to apply for PR status?
At this stage you are not likely going to get the visa.
First, it is very, very hard to get one from Ghana. Second the misrepresentation though perhaps not deliberate was significant. There really is no explanation that will satisfy the CIC that you didn't understand the question, which is in fact very clear.
But more than that given they know you were denied visas elsewhere this will harm your ability to get a visa so even if you had been accurate you would not likely get the visa.
You can try writing back and explaining that you didn't understand the question but I honest don't think you stand a chance of getting a visa to Canada in any event.
I wish I had a better answer but I know you want an honest and accurate one.

I said you can write them and explain that you misunderstood the question and thought they were asking if you had been denied a visa to Canada before so you said no.
