bought a car in alberta, had shipped to bc, cant register? what are my rights

the dealer in alberta gave us a clean mechanical inspection, but ICBC will not accept it, has to be done locally, we bought it to canadian tire and they said it has two major issues ( almost $1800 worth) and they will fail it.
