Are you saying this fence will go along the property line?

Then under the Line Fences Act you are both equally responsible for the cost.

If you cannot agree on the type of fence and the cost then you can each appoint an arbitrator and there will be a hearing.

If one of you asks the other to appoint an arbitrator and the other refuses you can attend before a Justice of the Peace who will order the appointment of the arbitrator.

If the two arbitrators cannot come to an agreement then an umpire has to be appointed who will make the final decision.

Does that help as a starting point?
