We applied permanent residence cards in december 11, 2015,

We applied for our permanent residence cards in december 11, 2015, we were told that they would be 8-10 weeks .. after 10 weeks we called and was told their was a mix up and a request was sent after after 12 weeks we called back and were told our request hasnt been answered and to be patient is now week 15 and still nothing... we need to take the next step but how please help?

we have plans for my father to visit his sick mom after 20 years of not seeing her

like i said it is the 3rd time we called and they said nobody has openend your request and do not give us anymore information...something has to be done to rush this process....the processing time is only 8-10 weeks and now online it says only 40 days!

I would suggest faxing them a letter stating that something has clearly gone wrong and this is becoming a serious situation for you.

The other approach is to see if you can apply for the cards on an urgent basis.
