Are you asking if you can stand in front of the bank with a sign?

Let me check to see if I can find your bylaws online. What city do you live in?

I reviewed the list of by-laws and the only one that comes close to applying to your is the one dealing with public places and you cannot set up an abode in a public space nor camp out but I am sure that is not what you are planning to do.

So unless you breach some other law, such as trespassing on private property, or engage in threatening or violent acts (in other words you have to be picketing peacefully) you should be OK.
