If my neighbour has been crossing my property to get to a field behind my property for 20 years does that restrict the my right to do what I wish with the field. He could access the property from his own adjacent field with some work to prepare a road nc culvert.

Unless your neighbour has an easement/right of way registered on title you are free to do what you want with you property.
