I have received a ticket of parking in a "no parking zone".

Hello there,
I have received a ticket for violation of parking in a "no parking zone". Specifically No parking: COMMERCIAL loading zone only.
Here's what's bothering me. The business that was located at that address is no longer in business! It is all board up. It has a For lease or sale sign on it and the icing on the cake?
The property has been REZONED to MULTI-FAMILY RESIDENTIAL HOUSING.
In my mind, this is a simple issue of city infrastructure / logistics not keeping up with another part of itself, Rezoning and that they simply have not had time to take down the signs yet?! How could I possibly get a ticket for parking in a Commercial loading zone in front of a non-existent business on land that is zoned as Residential housing?
