I am unable to contact one of the beneficiaries, letters have been returned, unable to deliver, phone calls have not been accepted.mi just want to settle my fathers estate.

What you will have to do is put the missing beneficiaries bequest into a trust account where it will need to be kept for a significant length of time. Eventually, and that is likely in many years, if you cannot find the beneficiary and can prove you have taken all reasonable steps to do so and that has to go beyond phone calls and letters, you can get an order that the money go to the residuary beneficiaries.
