My father passed away oct/14. In march of 2013 he changed his will by taking my stepsister out of the will and still leaving my sister and i as benefices. My brother however was excluded from both wills… If my brother contest the final will, does he not have to first contest the previous will first?

No that is not correct.As soon as the second Will was made the first was null and void and has no force or effect and is entirely irrelevant. In fact it should have been destroyed. Let me know if you need further clarification.
