There are a couple of good ways your spouse can get some help.
He can get some help for free from the office of the workers' advisor:
http://www.wcb.ab.ca/workers/appeals_advisor.asp
As well, he can contact the Law Society and use their Lawyer Referral Service. He will be given the name of a lawyer and can consult with the lawyer and the first half hour will be free.

Finally there may be a local legal aid office that offers WCB help. This is for lower income earners but he may be eligible.
