I have been Canadian Citizen since 1995 and became American Citizen in 2010. now i divorced and want to return to Canada. Can I still be consider a Canadian Citizen?

Most likely, you are still a citizen of Canada.
Canada allows dual citizenship, so you can be both an American and a Canadian at the same time.
Unless you renounced your citizenship, you are still a Canadian.
When i left Canada i did not inform them that I would be leaving Canada and live in US. Should I inform them now and how can i do it?

yes, I left Canada in 2007 and i have been Canadian Citizen since 1995.
then you have no obligation to tell the government that you are leaving. It is really not their business
You may have issues with things like health care
it may take you some time to re-qualify for healthcare. In Ontario I believe it is 90 days
But other than that, you are free to come and go as you please
