If a Victim Impact Statement indicates that police did not have evidence to proceed with arrest/charge, it will be recognized and investigated. Witheld services, following first complaint, is a good place to start. There is a correlation between consequences
of witheld services (Four incidents of child abuse and one threat) and the arrest/charge without evidence following second complaint. It only takes one omitted information to question police intervention's intention. Telling me to cease communication with
the crown and to seek mental health consultation further defines the investigator. Where do I go from here?

If complaints are bogus and no charges have been laid, then I don't see any need for any further / follow up action. If, however, charges have been laid but Victim Impact Statement indicates insufficient grounds, hopefully crown will drop charges. If they don't, then VIS should assist to make it easy to defeat the charges at trial.
