I am looking to purchase a 2016 Cadillac from a dealership with 13,129 miles - the Carfax states at 7,129 - the tires were rotated & Transfer Module/Computer Reprogrammed - is this something that should be a red flag and why would something like this need to be reprogammed and what is it?

It sounds like the transfer case module. I assume this is 4wd or awd.

I would not worry about it, maybe they changed the size of the tires/wheels or something like that.

Why don't you include the vin. If the Carfax named the dealership that did the service, chances are the dealership has more detailed info on what they did and why.
