Im Cam, a licenced diagnostic tech.
The front bumper must be removed to be able to remove the headlight assembly to access the turn signal bulb.
It is not as bad as it sounds or looks. I have done lots and you should be able to do it in a couple hours. IF you have a hoist, it can help cut alot of time of the job.

ok, no problem,
it seems like it would be a nightmare job, but I can do them in about 20 mins now, I think my firts one took me an hour. So i dont think you will have an issue, just alot of screws, so your wrist will hurt, lol

this is the bumper assembly,

here is the light assembly
when you have the bumper off, it opens everything up. the headlight assembly itself will pop out of its retainers once all of the retaining screws are removed, this will require a bit of modest force as the retainer clip holds it tight.
you will be suprised how little the bumper is help on

a few things could cause this.
1. a blown fuse - both fuse blocks must be check and and sure no fuses are blown
2. another blown bulb
3. wiring, most likley a ground
4. signal switch or bcm issue
