I have a 2009 Cadillac CTS traction light came on and the dic said power reduced
then the car started to shutter any idea what it could be usually i can turn the car off
and back on and the problem goes away but this time it won't

A "reduced power" message is almost always due to an issue with the electronically controlled throttle body, and it's associated circuits.

Trouble codes that are stored will point in the right direction, but lacking any sort of diagnostic data, throttle body failure is the most common issue, and replacement of the throttle body generally fixes it.
