I'll have to look up the wiring diagram to be sure but some vehicles back then had the fuel pump relay wired through the oil pressure switch so even if the fuel pump didn't run when first turning the key to run, like it should, it would still run while cranking the engine and after the oil pressure had built up to at least 4 psi.
So, I must ask you, does the fuel pump run when you first turn the key to run? It should run for about 2 seconds.
Just as I suspected, that is exactly how this is setup.

So what is probably happening is that the fuel pump relay is no good. Even if you removed it, the engine would still start after cranking it enough. I would replace that starter relay and if that don't fix it, let me know but I am sure it will.

The fuel pump relay should be next to the underhood fuse box in the relay box.
