good morning my name is ***** ***** I will assist

the first thing I would do is to replace the thermostat. it may be sticking restricting coolant flow. other then that, I would suspect a clogged radiator.

I HAVE CHANGED THERMOSTAT AND COOLANT FLUSHED SYSTEM,NOT LEAKING COOLANT,FANS RUNNING,
HOLDING PRESSURE,WATER PUMP BELT OK, TENSIONER OK, RADIATOR CLEAN & NOT BLOCKED ?
OEM AC/DELCO THERMOSTAT , TEMP CLIMBS TO 238 AFTER 15 MIN HIGHWAY 10-12 MILES THEN COMES
DOWN TO ABOUT 217. ???

ok, thats new information. good

the other possibility is the radiator being partially clogged and when under load at high speed driving, it cannot keep up with the cooling. coolant over the years does decay and will clog the small passages in the core. you can use a temp gun to take the temp on each side of the radiator to be sure.
