It sounds as if you're describing a restricted trans filter. When a filter becomes restricted with debris it will drop line pressure and if it's bad enough then the trans will disengage. When the engine is shut off then some of the debris will release out of the filter media back to the pan or suspension in the fluid, so it will engage again for a short time when the engine is restarted.
The filter could be restricted just from lack of periodic maintenance or it could be debris from the failure of a geartrain component or clutch. The pan will need to be removed to inspect the pan and filter for debris and determine if there is a bigger issue than just needing to replace the filter.
