I have a 1994 Cadillac Deville Concours with 119,900 miles, many, many new parts. Difficulty in starting. Cranks fine, brought it to Sears Automotive, has 2 month old high amp battery, charging systems checked out, alternator checked out fine, starter checked out fine, no parasitic draw, cable ends clean and tight, doesn't appear to be ELECTRICAL. So Mechanic stated he saw this before and it was FUEL SENSOR RELAY (???). Car starts fine when fuel tank if full or above 1/2 way. Gets low and has difficulty starting?!?!? FUEL RELAY SWITCH? FUEL SENSOR RELAY ? Does this tell the engine that fuel is there and to start? PLEASE HELP? We have tried EVERYTHING

Does your car exhibit the starting problem then only when the fuel level is less than half a tank?
It appears so, but cannot say for 100% certainty. This is a car that I bought over 1 year ago for my 19 year old daughter in college. So I do not drive it, but just have to drive the 80 miles to it every time it breaks down. We had a similar set of circumstances happen last year, wouldn't crank no matter what. Went to mechanic after mechanic, etc. Replaced fuel injector pump (big $), Bosch platinum spark plugs, new wires, etc. Even replaced the pcm and did an Idle relearn (although I am not convinced this was done correctly; car did work afterwards though). Could it be a "fuel sensor relay" or "idle control valve" or even anther pcm? I got this pcm from the junk yard, put in my older prom and did the idle relearn. That was about 6 months ago, has driven good, (with changing temperature - also seems to be a factor although how can you say that????) now hard crank is back???
There is not a "fuel sensor relay" on this car. Hard starting with the fuel level low would typically indicate a problem with the fuel pump. You indicated that the pump has been replaced, so this could not be the problem. An idle air control valve only controls the amount of air entering the engine at idle to regulate idle speed. If the engine is not getting enough airflow to start and run then holding the throttle pedal down slightly while cranking should allow the engine to start. Does it make a difference if the throttle is held open?
I have no idea, do not even know how to access the throttle? I had a specialist install the fuel pump, cost over $700, and now similar problem is back. I am out of my mind on this, 1994 old Cadillac's without error codes that can be read easily! Man, I should have just burned this car! I am just going to tell my daughter to drive the car as best as she can and never let it go below 1/2, and what else can I do??? Thanks, I am believing GM gave me another hopeless case!! BTW, I have had a few GM nightmares.
By throttle I mean hold the gas pedal down a bit when attempting to start. Could be too that the fuel tank is not venting properly. Try opening the gas cap when the problem is experienced. If the engine starts easily after venting the tank then this is the problem.
