Hello & Welcome to JA,

 

The first thing you will need to know is diagnosing this problem is what fault is set in the computer. You will need someone to scan the vehicles restraint system for fault codes & to view the data parameters of all sensors.

Who all would be able to preform such a test? Likely cost? What would be likely out come. Can this computer simply be reset? Where is it, is it in the main on board computer? This car was a rental and car fax said it was in a collision with a large animal but that was at least 4 years and 25000 miles ago and i haven't seen any problems until now. Is there danger of airbag malfunction in diving this car with this message?

There is no danger of the system deploying an air bag accidentally. The cost to diagnose this would be 1.0- 1.5 labor hrs , there are many sensors & circuits that can fail. This is not a computer reset situation.
