1996 Cadillac Eldorado ETC: it wont start, I..ignition key

I have a 1996 Cadillac Eldorado ETC,the alarm went off and now I can't get it to reset. So it won't start, I have disconnected the battery for a long time. The DIC message is starter disabled due to theft system,remove ignition key. I have done everything the manual said to do but it won' reset.

If you tried a different known good ignition key and you still get the disabled message then there is a good chance that the lock cylinder wiring has an open circuit.This is a common failure as these wires are very small gauge and run down through the column.
