The horn and wipers you have to check the fuse first on the wiper motor which is located in the underhood fuse box. In this same box there is also a HORN relay you will have to also check this. The fuse box is under the rear seat there is a fuse called SDAR check this fuse as it maybe a cause of the saggin in the rear. The cadillac most likely has ait shocks you will know if there is a pump that goes on or there are electrical connections going to the struts in the rear as long as you have the air shock then you can get a used set from www.car-parts.com and will be able to save alot of money.
