Hi Customer (name blocked for privacy),
It really depends on the type of business you're planning on building. If you already have a product ready, and you just need help building the logistics of your business, you can use a variety of free tools that can plot and plan for you.
A good resource is this page, where you can download mostly free applications to help you plan your deployment, financials, long and short term projections etc:

If you already have a business launched and you simply want help making it more efficient, and tying up loose ends, you need a business planner. - Business planners that work on a consultation basis generally charge anywhere between $180 to $400 per day on consultation and would require anywhere between 1 week to 6 weeks of work to get everything together from A to Z depending on the size and complexity of your business.
If you're looking for a business planner, just let me know, I can provide some names of certified planners I've worked with in the past, but they do charge for consultation.
In the meantime, here's a link to a directory with a variety of business planners and consultants that you can contact for help:

Hope this helps!?
