If you "keep getting punished", politely explain your successes to whoever is opposing you and ask how you can work with them to help the helpless even more.
To overcome the stigma that is attached to the property, you need to let people know that the area has been cleaned up. You need positive publicity and a re-education campaign.
Why not host a drug and alcohol free New Years party and invite the city to celebrate the improvements you have made?
Could you encourage your tenants to corporately publicly donate to a city project.
Are you able to make an educational presentation on how you are making an impact on the area, perhaps at a meeting of your local chamber of commerce.
Like I said in my last reply, a journalist or someone involved in public relations is person most likely to be able to help you with making a presentation to the public and they will have contacts with other media. Media broadcasters are always looking for stories and unlike advertising, they will publish them for free.
Encourage some of the homeless people you have helped to share their story and record it. Ask the surrounding businesses and police for references to add to the story. Collect anything that is published about your business and the success you have had and put together an information package which could be published on a website or given to media, lobby groups or the government.
