What is the best advertisment i should use for a new business? I have a low to medium budget.

Yellow pages usually give the best result on the money spent.

Because you are producing such thing that people are ordering ones for a while you need to stick with Yellow pages. If you can afford - do bigger advertisement there.

another nice source (free) is craigslist.org - you may put adds for a specific area. I am not sure how this would work for you but this will cost nothing to try.

Local newspaper adds will be reasonable in the specific seasons. For instance before hurricane season starts - you may put a sequence of adds for hurricane shutters.
