I think the Chamber of Comerce is a great idea. Depending on where you live there a number of things you could do to market/network your business:
Convention center - If there is a local convention center, or larger hotel that does large meetings, you could arrange with convention organizers to offer chair massages free to their attendees - or you could become an exhibitor at various functions and charge for you services.
Local shopping mall - Often Malls and other community organiazations offer HEALTH FAIRS where you could set up and offer chair massages or sell gift certifcates.
Large employers - (As a chamber member you would have access to membership lists) - you could approach large employers who might want to give a "day of luxury" to their employees offering free chair massages, OR allowing you to set up a "clinic" on-site for employees
Senior Citizens Centers
Local Hospitals/Health Centers - they often have community education classes - seminars on various topics. If you developed a "Stress Reduction" or "Stress Management" lecture, you could offer that to these groups
