can't afford to buy a home

I only have $623 a month income from dissability and live in Philadelphia and would lke to know if there is any type of business like banks or loan associations, etc. that would lend me money to purchase a home or help with financing so I don't get ripped off with fly-by-night offers or advertisements that promise monies for a fee, etc. I am willing to relocate for financial help and have applied for public housing, but after 3 and 1/2 months they said I'm still not in their system. I'm 48 years old and tired of chasing butterflies and would like to know if there's any chance in this lifetime for me to own a home or if I need to compromise further with my housing goals.
