I would call the Better Business Bureau and make an inquiry as to this contractor's rating is. I would then file a complaint.
Hopefully, he is licensed. I would call the state contractor's licensing commission and also do the same.
I would call the building and permits department in your town and let them know.
I would contact your attorney & have him or her write a letter letting the pool contractor know he has X amount of time to finish the work, or refund your money for the remaining work in order for you to hire another contractor.
Addiitonally, I would ask for another pool contractor to make an assessment to assure the work is being done properly as well.
I do not know where you live, but here in the San Francisco Bay area of CA, may people contact our TV station and the investigative reporter exposes the contractor on TV, you would be surprised how often the work gets done, how often the consumer gets a refund and so forth.
