If an employee or contractor of any business, including a school (public or private) is entrusted with keys to the business and the keys are lost, they have the right to hold the party responsible for the loss to pay for damages incurred. If this means locks need to be re-keyed for security, they can make that responsible party pay for those costs. So if the contractor lost the keys, the school can make the contractor pay for any loss associated with losing the keys.
