I am an electrical contractor. If I am having a dispute with a general contractor, is it legal for him to hire another electrical contractor and work under my permit?

No. If you are the one that applied for the permit, the general contractor cannot use your permit if you are having issues with the contractor. The general contractor must pull another permit to do the work.
