Is it legal to run a doggy daycare business out of your own

Customer Question

Is it legal to run a doggy daycare business out of your own residence/home in Redwood City, Ca
If so what is the maximum Number of dogs permitted per day during the hours 7 AM to 7 PM?
We have 11 homes/neighbors on the same block side-by-side with a total of 18 dogs.four of these dogs are outside all day and all night and are at everyone who walks by which startsit's like a domino effect. When we are in the backyard playing exercising and socializing with our daytime dogs all the other dogs on the street on the east side of our fence start barking regardless.
recently the neighbor across the street who has two footballs behind the fence in the front of his yard all day and night market everyone that walks by even the mailman is scared of him so he sent coding Forssman over saying that we have people coming and going to drop their dogs off. We do the pick up/and drop off to our pet owners homes. Our neighbor complained that people come and go all day long.that is false information.

Thank you for your question. I look forward to working with you to provide you the information you are seeking for educational purposes only.
In Redwood City you many keep: up to two (2) dogs; or, one (1) dog and up to three (3) cats; or, two (2) dogs and up to two (2) cats; or, up to four (4) cats at any property. If you are keeping more than 10 dogs/cats or combination at your home, you need to apply for a kennel permit (see: http://planning.smcgov.org/sites/planning.smcgov.org/files/documents/files/Kennel.pdf).
You do not appear to fit the definition of "animal fancier" or "kennel" as you are not keeping the dogs at your property for a period of days, it is only daycare. So, it does not appear any other permits are required.
