Employee withholding is a requirement for employees, those costs are borne by the employer since the withholding is the employer's responsibility. As a consequence any withholding is done at the employer's cost and responsibility and is NOT done for an additional charge or fee. If the employer is doing so, the employee has the right to contact the state department of labor and file a grievance against the employer for improperly withholding wages, and for violating state law.Good luck.
