If a person has a business loan set up for use in a Bank of Spain and ready to be used in the USA for business. Does that USA citizen have to pay a non resident tax of 10% before any withdrawals are made,,,she is wanting to know if that is a scam

There is no nonresident loan tax made by lending institutions in Spain.I won't say that something is a scam -- only that your stated allegations do not coincide with the law.Hope this helps.
