Prior to 2003, the Texas tax law did not provide a penalty for failure to file business personal property tax.

J.Hazelbaker :

A business that closed 11 years ago, would grandfathered under the previous "no penalty" provision.

J.Hazelbaker :

Moreover, there would be no tax owed at this point, if the business has been closed.

can they file a suit this late. so what should i till them.

If the question is whether the county can go back and collect taxes that should have been paid in 2000, then the answer is no. There is a four year statute of limitations unless the taxpayer has engaged in fraud (E.g. filed a false tax return).
