Can I put a restraining order against a business using my company name in a negative advertisement on their website? He states his services is cheaper than mine. I have told him he is not to use my business name or link, or backlink or link to my website.

You cannot place a restraining order against him, but what you can do is something quite similar; you can seek an attorney who can file for a formal injunction in court demanding that the adverts be removed on grounds that the other party is committing defamation and tortuous interference with your business interest. Then, also consider filing suit against him for using your name without permission and committing business defamation against you and your business.
