Are raffles conducted by a for profit company legal in Pen

Resolved Question:

Are raffles conducted by a for profit company legal in Pennsylvania?

Only a charitable organization, auxillary group, fraternal order or religious organization can get a special permit for a raffle. A for profit entity cannot hold a raffle. To hold a raffle in PA, you must be an "eligible organization", and then must have a permit.
