my business is charged with trafficking (defined in SNAP "EBT" regulation),ie:accepting snap benefitsin exchange for merchandise and cash. please advice.

we took over the store on 9/1/09. the guy came to our store on the 3rd day of grand opening (9/14/09)

we are accused of paying $20.00 twice in exchange for the benefits (the accuser even provided the $ 20.00 bill numbers.) thats untrue. he asked for cash during his 5 visits he made to our store within 40 days. we refused each time.

we did give him food on credit (after verifying his credibility with the previous owner) with the understanding taht he will pay later in cash. (we did not have the ebt established yet) on his 5th and last visit he paid off with his Quest card.
