What is the law about exporting laptop computers from the US to another country? Is a license required? Where do you get it and how much does it cost? Is there a limit to the amount that may be exported?

Unfortunately there is not clear and simple answer to your question. Your exports must adhere to each and every country you wish to do business with, and since the US has different agreements and treaties with all countries, you will have to research each one separately.
