We have a business in Nepal, they want to come see our mill, and possibly start buying products from us. They say they need us to send them an "Invitation". Does this make us liable for any expenses (travel or living) or anything? Or does it just in fact give them a ligitimate reason to come to our country. We have never had to do this before.

It sounds like they need some type of "invitation" in order to satisfy travel requirements of the Nepal government or for U.S. Visa purposes. If you do provide an invitation, state explicitly that the invitation does not include thier expenses, and that they are responsible for all travel and living costs.
