This is a question concerning policy/procedure of Notary legality. Can a document be considered legally notarized if the document was signed in another location, faxed to the Notary and then notarized?

No. If you read the Notary language at the end of the document and before the Notary signature it says:

"....before me personally came XXXXX XXXXX, known by me to be the person...."
