loud noise in dash when driving, only when moving,disconnect blower motor still makes noise,only when cold.
JA: How long has this been going on?
Customer: two years, i also just replaced the instument cluster noise still present
JA: What is the model/year of your Buick?
Customer: 1995 buick park ave not ultra 3.8.
JA: Are you fixing your vehicle yourself? What have you tried so far?
Customer: yes, disconnect blower motor, used instrument cluster
JA: Anything else you want the mechanic to know before I connect you?
Customer: the noise is so loud you cannot hear the radio or talking

My first guess is one of the door actuators for the Heater A/C System.

You can probably remove the glove box and start car and determine which one. The dash likely needs to be removed to replace and they do require a re calibration with a scan tool once replaced

OK. So when moving it makes loud noise? First thing to try. Top of windshield see if the trim is loose. try putting some duct tape down on it and see if it stops
