No need to take the power steering pulley off. Rotate the pulley until the hole in the pulley face lines up with the rear water pump bolts. Then use a small extension on your socket and access the bolt through the pulley.
To remove and replace the power steering pump pulley will require a special tool set:

The better option in this case, would to be to unmount the power steering pump and just set it aside. No need to remove the fluid lines or anything. Unbolt it and you'll have a little swing room to move it around and gain the access you'll need.
