Buick Repair Questions? Ask a Mechanic for Answers ASAP
Welcome I'm Chris aka Moose
These are symptoms that the instrument cluster is not getting a good power and ground. Do you know how to read wire diagrams and use a test light or volt meter to check for wire issues?

The cluster gets its power with the key on from the orange and pink wires. Wiggle those wires while testing them for power, to see if you get an intermittent voltage. On the left front door pillar behind the kick panel is the 2 wire ground connection for the cluster. Remove sand and clean this connection. Report back on these results.
