I just need to know how do I program my ecm on my 2006 buock Lacrosse cx model

Hello I will help you with your question,

Yes the PCM will need to be set up and introduced to the rest of the computers in the vehicle and taught the theft information before it will run the vehicle.

You need online access to the GM service info site to get it programmed and a scantool or pass through device that is capable of programming GM computers.

Can the ecm be programed while it is our of the car

A speciality shop can program some of the information such as the VIN off car, they have the proper connector and bench setup to do that but you still have to introduce it to the rest of the computers on the network and help it learn the anti theft before it will run the engine.

There are mobile diagnostic/programming techs that will do the job onsite rather than in a shop.
