have 1997 buick century has new battery and starter car has power but will not start what could it be

no to both the dash lights go on then nothing
Ok then I would be sure to check the crank fuses, there is one in the under hood fuse box and one in the inside fuse box, if they are good it would take some electrical testing to determine what is causing the no crank issue. checked fuses they are good but when i try to start the car headlights go off when iturn the key everything else on dash indicater for all lights such as seatbelt opendoor service engine soon oil work
Ok with that info it should like a connection issue, this vehicle has a double positive battery cable and very often the ends get corroded between the battery ends and that can cause this problem, the only way to be sure is to pull the cables apart and look to see if there is corrosion in there.

Ok the next step would be to check for voltage at those crank fuses to see if you have voltage on them when trying to start the engine.
is there a fusible link if so where is it located
No there is no fusable link related to the starting circuit. If the crank fuse in the instrument panel fuse box does not get voltage when trying to start the engine the ignition switch is most likely the problem but it could also be a wiring/broken wire problem. I would be sure to check the IGN MAIN 1 fuse in the under hood fuse box as well.
