The heater is built into the oxygen sensor. This allows the sensor to warm up more quickly and operate sooner. The p0141 code is for the oxygen sensor that is behind the catalytic converter. First check the OXY SEN fuse in the underhood fuse panel. If this fuse is good then replace this oxygen sensor to fix the problem.
