Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1 through 4 two more times for a total of 3 cycles/30 minutes. You must turn the ignition OFF before attempting to start the vehicle.

Did the light flash at all?
Yes. On the first try the lockout symbol would flash three times then the battery symbol
Did you do any setup with a scan tool after installing prior to trying to programming it?
No. I don't have a scan tool
Ok, then with a new module, and the relearn you just did not working, the setup in the scan tool is what is needed.
My mechanic installed the new key cylinder and although I only have one original key he programmed a new PK3 key for me. I noticed after leaving their shop that the inside door lock button would only lock the doors. It would not unlock the doors but my FOB still worked OK
Is this the case from both front doors?
Yes the fob works for all doors and the rear liftgate as well.
I meant the power lock button on the door.

Ok, if both door switches are not working then you may have the common issue that happens with these, the Body Control Module.
Does that mean I need a new Body control module?
Chances are good, but that does not take away from the setup of the theft module.
