1996 buick skylark: fuel pump fuse..fusebox..pump wont work

my son replaced a fuel pump on a 1996 buick skylark. he has no power to the fuel pump fuse in the fusebox. what could be the problem why the pump won't work?

Which engine is in your Buick, 4 or 6 cyl.?

Check the 60 amp fuse under the hood in the fuse box for battery power first.

main fuse has power, but 4 smaller fuses do not
The ignition switch fuse under the hood has power?

You are dealing with a bad ignition switch if the wiring is intact.

is there no relay in sequence with the pump?
Yes there is, but it is after the fuses so if the fuses arent hot the switch is bad.
