I have an older mercury 200 9.9/ It has been stored app/ 3 yrs. tried to pull start cord it will pull but very stiff, not frozen. cord will return but grabs not completely without toying. assistance would be appreciated

Hello my name I Jason, whom am I speaking with? Will the engine spin over any easier with the plugs out? Did you check to see if there was gear lube in the lower unit?

Customer: replied 2 months ago.
did'nt check gear lube. pulled plugs not much easier

If there is no oil in the lower unit and that is seized up that would make the engine hard to turn over as the lower unit is coupled to the engine via a driveshaft. So you would definitely need to check that. Did you have any further questions for me?

went to fill mercury 200 and the gear oil came out the prop and water pump and seemed to come out almost instantly

There are seals under the water pump assembly. Chances are the oil seals, and most likely the driveshaft as well, are shot.
